Special Project Manager ? Project Starfish

Location:Phoenix, AZ


This position works in collaboration with the President/CEO in assessing and evaluating a potential new ministry of CFC directed toward serving the population of teens/young adults aging out of the foster care system. This position will be engaged in developing a sustainable business/ministry plan, and securing appropriate licenses, partnership agreements, and human and financial resources leading to launch. This position works in collaboration with other CFC personnel, volunteers, and community agencies and will provide leadership, team building, and insight to the team to encourage creativity and meeting goals.  This position is very familiar with social services, the foster care system, and State of Arizona laws and regulations governing the various programs and services related to serving Arizona?s at-risk children and families.


  • Manage the process of evaluating areas of growth and opportunity and their alignment with CFC?s mission, values, and strategic objectives.
  • Discern which projects are feasible and mission-centered prior to plans for implementation.
  • Create and manage detailed project plans to track progress and project budgets, controls day-to-day aspects of the project per the plan, tracks action items, communicates project status and facilitates status meetings with key stakeholders and/or executive team.
  • Responsible for assembling the project staff (paid/non-paid) and for their technical or functional development, performance, and/or termination during the project or projects.
  • Proactively engage present and future stakeholders in design, setting priorities, and implementation.
  • Capable of creating program objectives/goals, making program improvements, advancements, innovations and possessing the ability to think proactively to solve problems.
  • Create and maintain comprehensive project documentation.
  • Provides monthly reports to the President/Chief Executive Officer on all areas of progress and growth, including status of goals and objectives.


  • Has a personal relationship with Jesus Christ.

  • Thorough understanding of program assessment and project development phases:
    • Needs, impact, and risk assessment
    • Definition of objectives, scope, and requirements
    • Execution: scope, work plans, resources, deliverables, quality assurance, transition planning to launch
    • Close: launch complete and assessment
  • Successfully launched new business, program, or ministry
  • Minimum of Bachelor?s degree in Business, Social Work, or related fields.
  • Minimum of 3 years of experience in child welfare
  • A broad understanding of the field of Child Welfare, Prevention, and Intervention is a plus.
