This position is temporary. Once the district Building Fund projects have been completed, the position will be inactivated. It is currently anticipated that Building Fund projects will be completed by December 31, 2025.

Under the direction Executive Director for Building Fund or designee is responsible for simultaneously managing the IT related bond projects; which include software acquisition, software development, software implementation, installation of wide-area and local-area infrastructure and the acquisition of upgraded infrastructure equipment. The incumbent will establish a baseline project plan (tasks/activities, schedule, cost, milestones, implementation & deployment), execute against that plan, and manage unplanned deviations that impact the plan. This position will assist the Executive Director and appropriate district stakeholders to ensure that projects are completed on time, within budget and in compliance with contractually defined scopes and district quality standards, while working around academic schedules; ensures least impact on student learning; ensures all work conforms to Federal, State, County, and City regulations to include Americans with Disabilities Act, and Environmental Protection Agency requirements.

  • Assists in the development of Request for Proposals (RFP), Request for Qualifications (RFQ), and Request for Information (RFI) as a technical expert
  • Assists in the planning, coordinating, and packaging, of goods and services to maximize volume pricing whenever possible
  • Assists the district with the development of sustainability goals, objectives and initiatives
  • Assists with project environmental conditions, such as hazardous materials, asbestos, lead, stormwater, dust, noise, and erosion control as necessary
  • Attains proficient or higher evaluations on established Performance Standards
  • Attends design review meetings to provide comments
  • Attends final inspections and re-inspections with external contractors
  • Conducts pre-construction conferences and participates in weekly construction project meetings with architect, contractors and IT staff, as necessary
  • Coordinates check-out and operations of new equipment and systems, attends building systems start-up, maintenance training, receives as-built documents and Certificate of Occupancy, issues Letter of Acceptance, establishes and enforces warranty procedures and contacts, advertises and approves contractor final payment, and directs warranty period activities
  • Coordinates project activities and schedules work as needed, with affected departments / sites
  • Coordinates the work of architects, engineers and other professional consultants during the planning, programming, and design phases of new building and renovation projects.
  • Develops project scope, determines appropriate method for accomplishment, and prepares project request packages for approval
  • Ensures security, safety, cleanliness, and maintenance of district facilities in cooperation with appropriate district staff
  • Ensures that IT project planning and dependencies are accounted for and tracked
  • Establishes cost estimating relationships with contracted consultants, historical costs, estimating manuals, and contractor bids and proposals
  • Establishes procedures, techniques, and reports for monitoring budget cost controls
  • Experience working closely with IT Technical Services teams, IT development teams, CIO, and vendor technical teams. 
  • Knowledge of IT Services including local and wide area network services,  ANSI/TIA/EIA/NEMA/BICSI standards applicable to the installation of Cat6 and Fiber Optic cabling, database services, and application development life cycle
  • Manages and administers contracts to include review and approval of contractor and consultant payment applications, change orders and requests for substitution
  • Manages multiple projects simultaneously, as assigned
  • Manages project budget and resources to ensure projects are completed on time and within budget
  • Measures resources consumed, project status and milestones, and for comparing actual activity / measurements to project projections
  • Monitors the performance of external contractors and suppliers and evaluates at the conclusion of the project
  • Oversees and maintains up-to-date facilities blueprints, electronic files, drawings, site maps, photographs and manuals as needed
  • Oversees contract close-out activities
  • Performs other duties as assigned
  • Reports consistently for work as scheduled
  • Reviews as-built information for accuracy, as needed
  • Reviews design documents prior to the bidding phase
  • Reviews plans, specifications, and other contract documents to ensure compliance with the districts educational and technical specifications
  • Reviews the construction sequencing schedules to coincide with educational activities
  • Reviews, updates, and interprets the districts technical and educational specifications
  • Serves as a quality assurance evaluator to ensure appropriate construction standards; completes projects in accordance with applicable building codes, regulations, guidelines, etc.
  • Solicits bid proposals from vendors and contractors, as appropriate
  • Visits job sites and ensure compliance with the standards
  • Work with Building Fund Project Managers to determine IT infrastructure work sequencing and dependencies of planned construction and remodels

Required Qualifications:

Bachelor's (Baccalaureate) degree (e.g., B.A., A.B., B.S.) - Information Technology, Colorado Driver's License - Department of Revenue - Division of Motor Vehicles, Experience in Bidding and Contract Negotiation, Experience in Budget Management, Experience in Information Technology Project Management

Preferred Qualifications:

Master's degree (e.g., M.A., M.S., M.Eng, M.Ed, M.S.W., M.B.A., M.L.S.) - Information Technology, Project Management Professional - Project Management Institute
