Job Description

Characteristics of Position:

This is program management of a facility providingcare for those with substance disorders or with co-occurring substance andpsychiatric disorders. Accountabilities include leadership, direction,supervision of personnel, coordination of services, contracts, budgets andother administrative services. This is a full time position located at ACTS'Juvenile Assessment Center (JAC) in Tampa, Florida.

Pre-requisite Requirements:

  • Master's degree and one year of experience in a child caring, law enforcement, human services or other relevant setting, or Bachelor's degree and three years progressively responsible experience as described.
  • Experience as described above may be considered on a year-for-year basis for the required education.
  • All ACTS, Inc. employees must be able and willing to work when expected to accommodate program and/or agency needs, participate in the agency's Quality Improvement Program and attend all assigned/required trainings, practice on-the-job safety at all times, and demonstrate the ability to communicate and work with others and be respectful of peers, supervisors, clients, guests, etc. If required by contract or administrative rule, must fully participate in DJJ PAR (crisis intervention) training and able to apply same to work setting.

Scope of Responsibilities: Management of personnel,services, contracts, budgets and other requirements with responsibility for theProgram and facility operations. Work also requires coordination of servicesand actions related to contracts, budgets and other administrative services.

Supervision: This position reports to theChief Operating Officer. Supervision is provided to Program Supervisors,Substance Abuse Clinicians and Nurses, Direct Services Workers, FacilityManager, maintenance/food service and clerical support personnel.

Core Responsibilities/EssentialFunctions:

  • Develops and implements policies and procedures, methods for monitoring and evaluating quality of administrative and direct care functions, and performs periodic inspections of unit or facilities to insure that policies are carried out; insures compliance with applicable federal, state or local laws, as well as rules, regulations and requirements of licensing sources, contract funding sources and/or accrediting sources. Assists in the preparation of scope of service and applications for licenses, contracts and grants.
  • Attends all meetings related to operation of the programs, both within and outside agency, establishes and maintains communications with various educational, recreational, vocational and volunteer persons/organizations, and acts as liaison between programs, campus and other departments; serves on committees as required.
  • Provides supervision, direction and instruction to program/unit supervisors, maintenance, housekeeping, food service and other support personnel assigned to campus, and participates in development of trainings, workshops, etc. Trains supervisees in methods for performing an effective and efficient job, guides and advises employees in their job responsibilities, and communicates regularly with employees both individually and in staff meetings, and oversees personnel issues with management team.
  • Observes services provided to clients to for compliance with operating procedures, and insures safety, emergency, hygiene, and other conditions are sufficient to maintain quality client services and care. Makes frequent rounds of facility to insure adequate security and safeguards are maintained.
  • Prepares reports and other documentation as assigned and oversees same as required by program operations and compliance by other staff members.
  • Operates within budgetary efficiencies ensuring program outcomes as specified by contractual obligations.
  • Performs related work as required / assigned.

Supervision:

Thisposition provides supervision for the Program/Unit Supervisor, DetentionScreening Supervisor, Diversion Screening Supervisor, LPN, Computer SupportSpecialist and Maintenance Specialist. May provide supervision toDetention Unit and Diversion Unit personnel in the absence of immediatesupervisor.

PROGRAM SPECIFIC: In addition to theabove-mentioned responsibilities, the program includes the following duties andresponsibilities for this position:

  • Participates in selection, scheduling and performance monitoring of supervisory staff and other center personnel as necessary.
  • May oversee the operations of multiple sites and provide supervision to site supervisors.
  • Remains ITW Certified
    • Functions as a DRAI trainer and Suicide Prevention trainer
    • Maintains a balanced budget with minimal use of overtime
    • Acts as designee to the Single Point of Contact when required

SpecializedDuties/ Tasks

  • Must possess valid Florida Drivers' License, industry accepted driving history and maintain vehicle insurance required by State of Florida. If required to drive and ACTS' vehicle, must maintain drivers' license and history as listed about and participate in all transportation-related training activities, including on-the-road driving test relative to appropriate and safe operation of motor vehicles.
  • May participate in and/or carry out all duties assigned to Program/Unit, Detention or Diversion Supervisors
  • Serves as the ACTS/JAC representative to the Juvenile Justice Task Force, Civil citation, Juvenile D3etention alternative Initiative
  • Represents ACTS for the Juvenile Justice Board as well as C-Core
