General Description of Duties: Under the direction of the Project Manager, assists in the management of all contract functions, duties and responsibilities, and all staff and sub-contractors included in the contract to meet contracting and student expectations and committed due dates and performance standards for the Federal Law Enforcement Training Center Dormitory Services. Maintains in-depth knowledge of all contract specifications including but not limited to quality control inspection methods and techniques to ensure adherence to specifications on all contract requirements; oversees all operations to ensure deadlines are met, required paperwork is complete and accurate, inventories and monitors equipment and supplies ordered and consumed. Cooperates with the Contracting Officer (CO), Contracting Officers Representatives (COR’s) and other personnel on the FLETC campus to insure that Dormitory Services and contracting objectives are met on a daily basis. Ensures adequate staffing for satisfactory completion of the work to include participating in scheduling time off and substitute assignments; ensures all procedures and performance objectives are followed and achieved in an orderly fashion; ensures all staff have a working knowledge of and compliance with any applicable State, Federal and Agency regulations, policies, procedures, requirements, guidelines, safety guidelines, hazardous material handling; develops monthly objectives and participates in annual contract planning and development. Is aware of workload and identifies opportunities to utilize assigned workforce to ensure due dates are met; ensures quality standards are maintained at the prescribed level; consistently exhibits the leadership skills necessary to promote teamwork, professionalism, and Adelante’s mission and vision displays, on a consistent basis, the interpersonal skills necessary to promote trust and cooperation among the staff, contracting personnel and other contractors on the FLETC campus.
Education and Experience: High school diploma or equivalent. Three (3) years of consecutive employment in a position with comparable responsibilities with the past five (5) years required. Comparable experience should be in, large Hotel Management, Military Billeting, Lodging and Transition, University or Management of other educational institutional dormitory service. Must be 21 years of age. Three (3) years of supervisory experience. The Alternate Project Manager (APM) must posses the necessary experience and qualifications to supervise the work required under this contract effectively. This position is subject to customer approval. The APM shall be on call twenty-four (24) hours a day to handle emergencies and shall ensure the Contracting Officer (CO) and Contracting Officer Representative (COR) are provided with specific contact numbers. Must have effective written and verbal communication skills. Must have the ability to effectively communicate in English, with internal and external customers of Adelante. Have the ability to read and write English in order to understand and interpret written procedures. This includes the ability to give and receive instructions in written and verbal forms and to effectively present information and respond to questions from clients, supervisors and co-workers. Bi-lingual (Spanish/English) a plus.
Other Requirements: Must pass background/fingerprint investigation and pre-employment drug screening. Must have own reliable transportation, valid NM driver’s license, insurable driving record and proof of current liability insurance. Must have effective verbal communication and writing skills. Must be able to squat, reach above shoulder’s, kneel, push/pull, lift 50 lbs., perform keyboarding/typing tasks frequently. Must be able to crawl, climb 5 ft., crouch, balance and carry occasionally.
