POSITION TITLE:            California Government Affairs Manager

DEPARTMENT:                Public Policy and Advocacy

REPORTS TO:                  California Government Affairs Director (Sacramento)

STATUS:                            Part-time, 24 hours per week, Non-exempt, fully benefited

LOCATION:                      Sacramento, California

Working as a member of the dynamic Sacramento-based California Government Affairs team, this position joins a statewide network of professionals dedicated to our mission: to eliminate Alzheimer’s disease through the advancement of research; to provide and enhance care and support for all affected; and to reduce the risk of dementia through promotion of brain health. The California Advocacy Manager position is responsible for leading the five California chapters and volunteer advocates in a coordinated strategy to reach elected and appointed officials serving in the Administration and State Legislature.  The manager serves in a key liaison role, overseeing all aspects of the Alzheimer’s State Champion (ASC) program and the Capitol Response Team (CRT) as well as general grassroots activation.  Additionally, this position organizes and executes the annual state advocacy day.   Finally, the manager performs core executive-level functions to ensure the State Policy Office complies with both internal and external requirements, including Fair Political Practice Commission (FPPC) and Alzheimer’s Impact Movement (AIM) lobbying reports; Quorum bill tracking and monitoring; and budget development and adherence.  


Advocacy Management 

  • Serve as primary point person for federal affairs team and five California chapters for all aspects of Alzheimer’s State Champions (ASC) program
  • Oversee Capitol Response Team (CRT), including recruitment of volunteers, onboarding, training and management of group
  • Develop and implement criteria to identify targeted legislators
  • Link volunteer advocates with targeted legislators, including volunteer onboarding, training and support
  • Manage monthly ASC webinars, including agenda development, materials, speakers, technology and follow-up
  • Lead monthly 1:1 calls with each of the five chapter public policy managers to monitor progress and trouble-shoot issues
  • Represent California on monthly Region 2 and Region 3 policy manager calls
  • Manage State Policy Office advocate/constituent management activation tools, e.g. Luminate, Phone2Action, Alzheimer’s Impact Movement (AIM), social media channels and other methods to maximize grassroots impact
  • Prepare volunteer and staff witnesses for legislative testimony and public hearings

Government Relations 

  • Represents organization at public hearings and meetings, providing testimony, statements and technical assistance to the State Legislature and State Government 
  • Designated state lead for Quorum bill tracking and monitoring program as well as California’s LegInfo database and CapitolTrack system
  • Serves as Association liaison to API, Black, Latino, LGBT and Women’s caucuses
  • Monitor year-round legislative calendar, generating daily bill and committee reports
  • Liaison to elected and appointed state government officials and their key staff
  • Maintain external, stakeholder relations with aging, disability and health care organizations to further Association advocacy agenda
  • Conduct independent research and collects data on policy topics for reports, collateral materials, and presentations 

Event Planning 

  • Manage largest annual state advocacy day in the chapter network
  • Scheduling, confirming and following up on 120 legislative meetings
  • Develops official schedule of events and finalizes advocate teams and legislative visit schedules
  • Produces legislator collateral/”leave behind” materials and volunteer advocate training materials
  • Coordinates all volunteer advocate scholarship applications, approvals and payments as vendors
  • Responsible for Alzheimer’s and Brain Awareness Month (ABAM) affinity event held jointly with the State Legislature or State Government


  • High-level administrative support to the State Policy Director and assists in managing statewide government relations operations
  • Participates on chapter Diversity and Inclusion workgroup


  • Fully engage in a culture where team collaboration is highly valued
  • Work as a team to accomplish, if not exceed, organizational goals in the National Strategic Plan
  • Participate in signature fundraising events
  • Walk to End Alzheimer’s staff team and personal fundraising goals
  • Work at least one Walk to End Alzheimer’s on a weekend

  • Bachelor's degree in public health, health policy, political science, government, communications preferred, or related job experience
  • 2-3 Years of experience working with the CA State Legislature
  • Demonstrate a high degree of professionalism, initiative and independence while supporting the State Policy Office
  • Exceptional customer service skills
  • Exceptional written and oral communications skills required
  • Familiarity with social media and with ability to monitor external sites and provide content for internal sites
  • Demonstrated competence in appropriate computer software and data management tools (Word, Excel, PowerPoint and Google Apps?
