WHAT DOES THE POSITION ENTAIL?
This position manages City of Aurora technical programs by creating, coordinating, and successfully executing projects and plans in support of business and technical initiatives for the Information Technology Department Program Management Office (IT PMO). The role assists with the evolution of the IT PMO's project management methodology and tools, mentors others and acts as program management subject matter expert for IT Department staff. The Program Manager will work closely with the CIO, Solutions Delivery Manager, Technical Infrastructure Manager, Project Sponsor(s), Department Director(s) and SMEs, IT Business Solution Architects and key IT personnel to deliver programs and projects for the City of Aurora IT Department.

PRIMARY DUTIES & RESPONSIBILITIES

WHAT ARE THE PRIMARY DUTIES AND RESPONSIBILITIES?
 
PRIMARY DUTIES

  • Organize and integrate various projects and initiatives under one Program.
  • Implement enterprise-wide business solutions (typically vendor-led) including management of one or more projects associated with the solution implementation
  • Accountable for requirements definition, development, project management, testing, training, change management and project delivery.
  • Accountable for planning, managing, tracking and reporting of multiple projects that comprise a Program of complimentary and dependent projects.
  • The Program Manager will be involved with maturing the project management methodology, policies, processes, tools and templates to contribute to the successful delivery of the projects within the Program. The position will partner with IT Governance to ensure compliance with project methodology and controls.
  • Tracking of Program-level project priorities and providing regular updates.
  • Working with the IT Product Portfolio Manager with regards to Solutions Rationalization Modernization program.
  • Vendor Management and Contract Management
  • Co-ordination of all projects associated to one or more City of Aurora Departments
  • Purchasing of services, hardware and software necessary to complete projects.
  • Management of one to many concurrent projects or special assignments on behalf of the PMO.
  • The Program Manager must understand project management processes and execution, as well as the Systems Development Life Cycle (SDLC) for waterfall, Agile, and hybrid approaches.
  • A working knowledge for large-scale system implementation project risks and issues, systems integration, implementation challenges and vendor and contract management are essential. Scheduling and facilitating regular IT Program priorities meetings.
PRIMARY RESPONSIBILITIES
  • Creates and executes complex project plans and revises them as appropriate for project needs. Usually manages multiple projects simultaneously.
  • Communicates important project related milestones, achievements and risks.
  • Defines and manages projects of moderate to large scope.
  • Facilitates the gathering of project requirements and coordinates all project activities and tasks.
  • Integrates subject matter expert input to develop project plans.
  • Manages scope, schedule and cost within plan.
  • Develops and proposes project estimates and work to meet project deadlines and milestones.
  • Maintains and reports on project budget.
  • Ensures proper coordination of resources per plan and notifies of needed resource assignments.
  • Effectively utilizes each team member to accomplish project objectives.
  • Facilitates the identification of risks and quality measurements and resolves and/or escalates project-related issues in a timely fashion.
  • Tracks status and metrics on the project delivery and value; escalates to functional management upon identification of deviations (or potential deviations) from plan.
  • Effectively manages communications, expectations, and interactions with all departments and internal stakeholders.
  • Comfortable to create and delivery presentations for various audiences and communicate to all levels from end users to city management.
  • Delivers informative, well-organized presentations on project status and selected project topics.
  • Builds effective team relationships to synergistically accomplish goals.
  • Keeps track of lessons learned and shares those lessons with team members.
  • Facilitates project governance and maintains project-management documentation.
  • Participates as a member of a project team.
  • Partners with various managers to successfully implement projects.
  • Consistently demonstrate and act in support of Core 4 values.
  • Performs other duties as assigned.

MINIMUM QUALIFICATIONS

Education:

  • Bachelor's degree in business, computer science or a related field from an accredited college/university. Master's degree(Preferred) **
Experience:
  • Minimum of 5 years' experience leading technology projects that involved multiple large-scale technology components both on-premise and off-premise.
  • At least 10 years' experience accountable for the delivery of multiple technical projects concurrently or that are dependent on each other (Preferred)
  • Experience with executing programs and associated projects relating to the support of operations for local governmental Departments (Police, Fire, Water, Parks, IT, Library, Finance, Public Works, HR) (Preferred)
**A combination of relevant education, training and experience may be substituted for the minimum education and experience requirements on a year for year basis. 

Knowledge:
  • Must have thorough knowledge and understanding of project management fundamentals, process design, project estimation, budgeting, and ability to do project risk assessment and mitigation.
  • Must be conversant with current project management methodologies, as well as the Systems Development Life Cycle (SLDC) for waterfall, Agile and hybrid approaches.
  • Extensive experience with large-scale system implementation projects involving multiple projects and/or phases.
  • Must have relevant and recent enterprise system replacement projects and be conversant in current system implementation methodologies including SaaS, IaaS and cloud platform solution delivery projects.
  • Ability to interact effectively with various levels within the IT Department, and Business Units of the City of Aurora.
  • Demonstrate effective partnerships with vendors/partners to effectively deliver projects.
  • Demonstrate knowledge and experience developing complex, project plans to meet business objectives.
  • Demonstrate knowledge and experience leading large, complex projects, or multiple medium-sized projects that span multiple systems and business areas and are dependent on each other.
  • Demonstrate the ability to identify and resolve project issues effectively.
  • Demonstrate the ability to effectively manage tools, dashboards and metrics to support regular communication and executive reporting on project state, to include identification of resource issues, milestone status and budget tracking.
  • Demonstrate excellent communication skills and ability to motivate individuals to deliver projects in a matrixed environment.
Licenses or Certificates :
  • Project Management Professional (PMP) certification through Project Management Institute (Required)
  • Program Management Professional (PgMP) certification through the Project Management Institute (PMI) (Preferred).
  • Valid Driver's License (Required)
This position may require the incumbent to occasionally use personal equipment (e.g. vehicle, cell phone, tools, etc.) during their employment.

WORKING CONDITIONS

Physical Demands:

  • Light physical work requiring ability to lift a maximum of 25 pounds, including lifting 10 pounds overhead.
  • Occasional carrying, walking and standing.
  • Vision to analyze data and read and interpret reports, documents and other written information.
  • Hand/eye coordination for operation of computer keyboard.
  • Speech communication and hearing to maintain communication with employees and citizens. 
  • Capable of driving between city supported buildings and to meetings in the Denver metro area as needed.
Work Environment:
  • Normally works in a clean, comfortable environment.
  • System support issues may require working outside the office environment and in or around emergency response vehicles. 
Equipment Used:
  • Standard business and professional tools and equipment including computers, laptop computers and mobile computing devices.
  • Experience implementing enterprise system projects (network, systems, hardware, software) projects for similar sized companies or government organizations.
