Under administrative direction of the City Manager, the Director oversees, manages, administers and directs the operations of the Public Works Department. Provides direction for services related to Streets and Drainage, Water Distribution, Wastewater Collection and Treatment, and Fleet Services. Supervises the inspection of construction projects performed by contractors for compliance with plans, specifications, and city standards. Prepares reports related to Public Works activities and performs other related duties as required. Implements short and long term planning, effective budget management and mission quality assurance. Employee morale, education and professional development are an important responsibility of this position.
KNOWLEDGE AND ABILITIES:
Comprehensive knowledge of modern principles and practices of public works administration; thorough knowledge of the federal, state and local ordinances, laws and regulations relating to departmental activities; thorough knowledge of principles of effective administration, to include planning, directing, evaluation and coordinating; thorough knowledge of effective supervisory principles and techniques; thorough knowledge of principles and practices employed in budget development, implementation and administration; thorough knowledge of report and record maintenance principles and practices; thorough knowledge of the principles and practices of public works as applied to the administration of diversified development activities; considerable knowledge of research principles and the various sources of data and information concerning municipal/governmental statistics and administration.
Skill in both verbal and written communications for effective expression of concepts and ideas and clarity in task assignment; ability to conduct verbal or written presentations to all levels of city employees, elected officials and general public; ability to establish and maintain effective communication and working relationships with city administrative personnel, subordinate personnel and outside organizations and agencies; ability to plan, assign, supervise and review the work of a large staff of subordinates and to provide direction and recommendation on difficult procedural and administrative problems; ability to develop and implement departmental policy and procedure; ability to design and supervise the construction inspection of complex public works projects.
ACCEPTABLE EXPERIENCE AND TRAINING:
A) Bachelor's degree in civil engineering, business administration, public administration, or a closely related field, and five years Public Works Administrative experience.
B) Master's degree in a closely related field may be substituted for two years' experience. Considerable knowledge of municipal government with three years experience in upper management capacity with oversight of at least 20 employees.
C) Professional Engineer certification preferred, not required.
Class C certification in Water Distribution and/or Waste Water Treatment preferred but not required.
Possession of a license to practice as a professional civil engineer in the State of Texas preferred but not required.
Valid State Driver's License, or ability to obtain one prior to employment
Creates, organizes, directs, controls, monitors annual work programs and routine or emergency repairs for public works functions, and coordinates with other governmental agencies and contractors on operations and maintenance projects.
Develops and implements standard procedures for operations and maintenance.
Provides City Manager with complete and appropriate information regarding the department's activities as well as presenting staff reports and other pertinent information to City Council, boards, commissions and interested citizen groups.
Monitors legislative matters affecting the area of public works to develop and implement new policies and procedures to comply with those changes and within the guidelines of the City's Legislative Policy regarding such matters.
Assures compliance with Texas Local Government Code and City policy regarding bid preparation, contracting, change orders, purchasing and related items.
Supervises and coordinates the preparation and presentation of an annual budget for the Department; directs the implementation of the department's budget; plans for and reviews specifications for new or replaced equipment.
Supervises and coordinates the preparation and presentation of departmental Personnel Improvement Plan, CIP, COP, Master Plan, and other plans related to to Public Works.
Supervises personnel; supervisory duties include scheduling, instructing, assigning, directing, motivating, monitoring, and evaluating the work of operations and maintenance staff.
Assesses training needs, monitors standards, coordinates activities, allocates personnel and recommends employee transfers, promotions, disciplinary actions and salary increases as appropriate.
Directs department training; Manages public works employee selection process and effectively hires; conducts staff and other meetings as necessary; reviews and approves employee time sheets; approves requested leaves and prepares employee evaluations.
Ensures that proper operating licenses are maintained by designated employees.
Establishes appropriate staffing levels, effectively allocates resources and monitors effectiveness of policies and programs.
Identifies, directs, and implements department changes as needed.
Maintains equipment accountability and enforces a strict site and work-site clean up.
Ability to create and maintain inventory control systems and managing inventory programs.
Ability to read construction drawings and specifications, maps and other associated and similar materials sufficient to determine the scope of required work and ensure compliance with design objectives and standards.
Obtains field data, reviewing any claims, writing specifications for new employment and materials, selecting equipment, obtain price quotes; monitor the performance of contractors on maintenance and capital improvement projects.
Maintains good public relations by informing the public of projects on or near their property.
Responds to inquiries and complaints from residents, vendors, contractors and consultants.
Monitors federal and state drinking water regulations.
Conducts safety investigations within the city including water system integrity, sanitary sewer problems including infiltration, drainage problems, road conditions, and traffic control safety.
Interacts in a professional and respectful manner with city staff and the public.
Ensures a safe working environment internally and externally to the department.
Performs related work as required.
Required Knowledge, Skills, and Abilities
Knowledge of: procedures, materials, safety procedures, and equipment involved in the installation, repair, operation and maintenance of department infrastructure and functions. Contents of emergency, routine, and preventative maintenance programs; supervisory principles and practices involving work prioritization and scheduling; coordinating manpower, equipment, and materials; employee motivation, evaluation, and training; employee selection; Federal, State, and local procedures for purchasing, budgeting, bid preparation, personnel; applicable laws, work safety standards, state and federal regulations governing employees and workplace safety including the use of and proper disposal of hazardous, toxic and environmentally sensitive substances or parts.
Skills in: oral and written communication; analyzing a situation, assessing alternative solutions and implementing an effective course of action; and organized, efficient, creative and capable of implementing multiple tasks simultaneously.
Ability to: physically perform the essential functions of the job; manage and lead a diverse work team toward the accomplishment of common goals in a highly collaborative yet stressful environment; work effectively with all other city departments and outside agencies.
