The City of Phoenix seeks a dynamic, analytical, and results-oriented professional to fill the position of Deputy Human Services Director for the Business and Workforce Development Division. The Human Services Department has an annual budget over $84 million and employs more than 375 employees. The department is the social service and workforce development system for the city providing services to residents in need including children, families and seniors.

The Deputy Human Services Director plans, develops, and manages the programs and activities for the Business and Workforce Development Division. Work includes directing and participating in programs and activities of the federally funded Workforce Innovation and Opportunity Act (WIOA) program. The incumbent will direct and coordinate the efforts of economic development teams engaged in various workforce employment programs, oversee legal and contractual activities, and other professional and administrative support teams. The Business and Workforce Development Division programs have a combined Federal and General Fund budget of $15.4 million. The division is staffed by 45 full-time employees.

The primary programming for the Business and Workforce Development Division includes the three ARIZONA@WORK job center locations that provide services and resources to adult job seekers throughout the state to pursue employment opportunities via the WIOA program. Assistance is provided to employers of all sizes and types to recruit, develop and retain the best employees for their needs. The Youth Services Section provides opportunities for youth, ages 16-24, who are not engaged in education or employment opportunities.

This position collaborates with advisory committees, City departments, governmental, and private agencies on existing programs and new program proposals to ensure maximum program benefits. Responsibilities include overall division administration and program direction, budget management, report writing, and department-wide project management. Work requires the application of advanced administrative techniques in a wide variety of human service activities, programs, and projects and involves the use of initiative and independent judgment within the framework of established policies and procedures. The position reports to the Human Services Director.

This recruitment may be used by any department for any current or future vacancies over the life of the eligible list.

Up to $124,946 annually. Salary commensurate with experience and qualifications. The City contributes 8.5% of salary into 457/401(a) plans with no matching required. $3,360/annual car allowance and $1,200/annual cell phone allowance.

  • Five years of experience in social service work or public finance and administration

  • Three years of experience in an administrative position supervising professional level staff

  • Bachelor’s degree in business or public administration, sociology, counseling,education, psychology or a related field

  • An equivalent combination of related experience and education may be considered.

  • Experience with the Workforce Innovation and Opportunity Act (WIOA)

  • Master's degree in social work, public administration, business, or a related field.

  • Experience working with governmental and non-profit agencies.

  • Experience working with boards and committees.

  • Experience developing and implementing human services or related programs.

  • Budget planning, forecasting and management experience.

  • Experience overseeing technical projects and support.

  • Contract and/or grants management expertise.

  • Experience with internal and external audit processes.
