The mission of the Community and Economic Development Department (CED) is to stimulate economic activity by offering a diverse range of value-added business and workforce solutions to build, revitalize, and sustain a quality community for Phoenix businesses and its residents. The general position of Economic Development Program Manager encompasses work in a variety of focus areas; however, the attributes necessary for every position includes the following skills. A high level of proven professionalism, organization, collaboration, teamwork, communications skills, and energy is essential to successfully operating in this position. Program Managers interact with private sector businesses, consultants, engineers, architects, attorneys, government entities, utility companies, other City Department managers and staff, and the public.

The Business Attraction Division within CEDD works to attract quality businesses that strengthen and diversify Phoenix's economy through job growth, private investment and creating a sense of place for our community. The team actively promotes Phoenix as the preferred place to do business and generates investment interest from national developers to improve Phoenix’s competitive position. Every day, the team provides professional expertise to developers, site selectors, corporate real estate representatives and business owners who are seeking to start, expand or relocate their business. The team also focuses on enhancing the entrepreneurial landscape that encourages the growth of local start-ups and ensures Phoenix has a dynamic mix of retail, restaurant and entertainment experiences.

Newly embedded in the Business Attraction Team is an interdisciplinary role and a cross functional Transit team member. The Transit Oriented Development Program Manager will focus on attracting private investment needed to build vibrant communities along our high capacity transit system. Successful execution in this role will allow us to address the specific needs and interests of the diverse groups affected by fixed transit while generating development interest along the current and future Light Rail extensions throughout Phoenix. Responsibilities will include initiating research, planning and marketing efforts to generate qualified prospects; recruiting national developers to advance development of city-owned parcels and well as those under private ownership; increasing the number of mixed-use developments that align housing opportunities within walking distance of shops, jobs, offices, restaurants, entertainment and cultural centers; and assisting transit-dependent communities with economic recovery by increasing citizen access to jobs, health care, education, and other social amenities by locating key businesses and services along transit infrastructure.

$63,315 - $94,328 annually. Appointment can be made above the minimum depending upon qualifications.

  • Five years of professional-level experience in economic development, commercial revitalization, urban redevelopment, real estate, property management, economics, finance, business assistance, public facility or infrastructure development, transportation development, public and/or private finance. This experience must have been at a level that involved the management of projects and programs.

  • A bachelor's degree in public or business administration, economics, urban planning, or a closely related field.

PREFERRED QUALIFICATIONS - The job requirements listed above, plus:

  • A master’s degree in economic development, construction management, public or business administration, or a related field is preferred.

  • Experience working with elected officials and management/executive staff.

  • Experience with development agreements, land development, plan review and inspection activity.

  • Experience in civic engagement through identifying and addressing issues concerning the public.

  • Knowledge of the City of Phoenix development process including Zoning Ordinances, Building Codes, and City Codes related to development.
