Salary Range-

Under direction and in collaboration with the Healthy Homes and Health Services Senior staff, the incumbent plans, organizes, manages the operations of the Healthy Homes Department contacts including, but not limited to, one from the State of California Department of Community Services (CSD) for the Low Income Home Energy Assistant Program (LIHEAP) and the San Diego Gas & Electric Weatherization/Energy Program to conduct outreach, weatherization services, solar water heating systems to single family and multifamily residents, owners and renters to participate in the Low Income Weatherization Program (LIWP) for free and reduced their energy cost. The incumbent works with staff in the Energy department assist to restore electricity for homes who have had their services disconnected or are in jeopardy of having their services shut off; facilitates the process of developing departmental strategic plans, policies and procedures and performance standards; monitors to ensure compliance with state requirements and federal performance standards and performs other related duties as assigned.

Essential Duties and Responsibilities:

  • Provides leadership and works with staff to develop and maintain a high performance, customer services-oriented work environment that supports achieving MAAC’s mission, strategic goals and core values.Coordinates and integrates program functions and responsibilities to achieve optimal efficiency.
  • Works closely with the management team to ensure implementation of program, work processes, procedures and policies required to achieve overall program results.
  • Develops customer service/quality control procedures for assigned areas of responsibility.
  • Prepares and maintains a variety of records, reports and files; maintains and generates numerous records and reports.
  • Attends a variety of meetings, conferences, committees, seminars and training sessions.
  • Responsible for ensuring that Healthy Homes and Health Services staff adhere to MAAC’s Fiscal, Human Resources and other Policies and Procedures
  • Participates in developing and monitoring performance against the annual program budget.
  • Tracks and monitors maintenance of program and project accounting and information systems.
  • Produces monthly variance and other reports and reconciles financial reports quarterly.
  • Creates, maintains and reconciles salary allocation schedule.
  • Tracks and monitors personnel development and provides coaching for performance improvement and development.
  • Maintains a calendar of annual reviews and ensures that reviews occur in a timely matter.
  • Maintains and references all related contracts, awards, MOU’s and consultant agreements.
  • Tracks and evaluates the department outcomes.
  • Provides up to date information and training to staff.
  • Develops and maintain master reporting calendar.
  • Responsible for developing and drafting Board Reports associated with areas of responsibility.
  • May be required to attend evening and/or weekend meetings, workshops and trainings and travel to conferences.


    A typical way of obtaining the knowledge, skills and abilities outlined above is a AA degree in public or business administration; and/or at least 4 years of increasingly responsible experience in supervision.

    Knowledge of:

    • Federal (LIHEAP, HUD, OSHA, and DHS) State (DOE and CSD) and local (San Diego, National City and San Diego County) laws, regulations applicable to grant and contract administration, lead abatement and weatherization housing rehabilitation projects.
    • Computer skills and use of database applications.
    • Progressive approaches and practices for program service delivery.
    • Social, political and environmental issues influencing program/project development and implementation.
    • Knowledge of tools and techniques used in improving energy conservation and lead safe work practice in housing structures.
    • Human resources policies and procedures and labor contract provisions.
    • Principles and Practices of budgeting, project planning, scheduling, purchasing, and maintenance of public records.
    • Effective management and supervision and sound business communications.

    Ability to:

    • Understand, interpret, explain and apply MAAC policy and procedures and applicable federal, state and funding source policies and regulations.
    • Analyze and make sound recommendations on program management, funding sources and MAAC management and administrative issues.
    • Coordinate work plans and contact requirements with crew supervisors, contractors and outside regulatory agency representatives.
    • Prepare clear, concise and comprehensive correspondence, reports and studies and other written materials appropriate to diverse technical and non-technical audiences.
    • Exercise tact and diplomacy in dealing with sensitive and complex issues and situations.
    • Establish and maintain effective working relationships with all levels of management, government and funding sources representative, public interest and community groups, business leaders, consultants, employees, clients, the public and others encountered in the course of work.
