Overall Job Objective

Position Overview

The Large Branch Manager supervises daily operations and staff of a large branch library.

This position is with the Library District's Perry Library and is located at 1965 E. Queen Creek Rd., Gilbert, 85297.

Position Qualifications

Minimum education and/or experience:
Master's degree in Library Science from an American Library Association (ALA) accredited school and four (4) years of professional library experience which includes two (2) years of supervisory experience.
Specialized training, certifications, and/or other special requirements:
Must possess, or have the ability to obtain by the time of hire, a valid Arizona driver's license.
Knowledge, skills, and abilities:
Knowledge of:

  • The principles and practices of supervision in addition to leadership styles and skills.
  • Budget development and administration
  • The processes for providing excellent customer service including customer needs assessment, meeting quality standards for service and evaluation of customer satisfaction.
  • The principles and practices of professional library work; broad knowledge of library materials, products and current technologies.
  • Governmental rules and regulations
  • The use and navigation of programs within the Microsoft Office suite (Word, Excel, Outlook).
Skilled in:
  • Areas of emotional intelligence including positive attitude, good judgment, and a commitment to teamwork, public service and the Mission of the Maricopa County Library District

Working conditions:
Requires travel to and from job related locations during the course of a scheduled workday, subject to County policies regarding use of County vehicles and/or private vehicles used on County business. Will be required to work outside normal working hours including evenings and weekends based on branch operating hours. The physical environment requires the employee to work both inside and outside in heat/cold, wet/humid, and dry/arid conditions. Ability to lift 15 pounds from floor to waist, 10 pounds waist to shoulder, 5 pounds shoulder to overhead, carry 10 pounds 50 feet, and push/pull 50 pounds a distance of 100 feet. Must be able to manage deadlines, high work volumes, multiple and complicated tasks, unscheduled tasks, team-oriented activities, prompt decision-making and interaction with government officials and the public.

Essential Job Tasks

  • Supervises the operations of a branch library.
  • Assigns and delegates work.
  • Schedules staff for work shifts and at the customer service desk. Monitors branch budget for part time staff and supplies.
  • Oversees maintenance, safety and security of the branch.
  • Maintains a vibrant and attractive collection by employing merchandising techniques, presenting engaging displays and following adopted collection maintenance practices.
  • Implements, monitors and reports results of strategic initiatives developed for the Library District.
  • Identifies needs and provide recommendations for improving branch operations.
  • Compiles and reports statistics as required.
  • Holds monthly branch staff meetings.
  • Provides exceptional customer service to internal and external customers using the Library District's Great Expectations customer service model.
  • Works at the customer service desk, answers questions, provides readers' advisory.
  • Responds to customer concerns.
  • Assists customers with digital devices.
  • Plans and conducts programs for the public.
  • Submits information and reports as requested.
  • Answers email and returns phone calls promptly.
  • Understands all Library District products and material types and promotes use by customers.
  • Interviews, trains, supervises and evaluates branch staff and volunteers.
  • Develops performance plans, monitors performance, coaches/counsels and evaluates staff.
  • Conducts interviews and makes recommendations for hiring staff. Coordinates new employee orientation and continuing professional development for branch staff.
  • Upholds Library District service standards and model exceptional MCLD citizenship.
  • Demonstrates timely attendance and completion of work. Adheres to Library District policies and procedures.
  • Demonstrates respect for customers and staff; fosters a collaborative team environment.
  • Participates fully in all meetings - prepares adequately, attends and actively participates.
  • Pursues personal professional development.
  • Fully complies with the Maricopa County Code of Ethics.
  • Travels between branches in the region to provide coverage, conducts programs, attends meetings or training and travels to the administrative offices when required.
  • Maintains flexibility with accepting new job duties when changes occur.

Selection Procedure

The hiring authority will select the successful candidate based on departmental needs.
All offers of employment made to new hires and rehires at Maricopa County are contingent upon successful completion of a post-offer, pre-employment thorough background investigation.  A background investigation is conducted on a current employee who changes to a Safety Sensitive Position or one having the potential for serious adverse impact on the integrity or efficiency of the County.  These requirements do not pertain to employees of elected officials who undergo background investigation processes administered through their respective offices.

Typically successful candidates are hired at a salary rate, up to midpoint of the range, based on applicable experience, internal equity and budgetary allowances.
