    Under the direction of a senior level manager is responsible for performing professional level business systems analysis and network activities which include planning, designing, implementing and maintaining business networks and computer systems. Determines business requirements, conducts process analysis and prioritization. Individual positions may require supervision of staff. The client service Manager may also contact clients to pass on communications from upper management or to follow up on previous chains of communications. Ensures delivery of excellent customer service through fast and accurate processing of orders, communication, and coordinating with other departments to resolve inquires. Individual positions may require supervision of staff.

    Responsibilities

    • Serves as the key technical support person for Information Technology programs; implements, operates, and maintains all computer systems, peripherals, communication services and devices, and printing/copier services and devices.
    • Conducts complex analyses that relate to the user's business systems, working in concert with other information technology staff and vendor support personnel.
    • Maintains currency on technological trends through participation in educational programs, meetings and workshops.
    • Ensure client satisfaction with an organization's product or service.
    • Primary point of contact for a client or customer.
    • Directing and controlling the processing and fulfillment of orders, fielding customer inquiries, and resolving customer complaints.
    • Streamline business operations, provide product training to customers, and discuss technical aspects about a product.
    • Develop procedures, establish standards, and track shipments to ensure that delivery occurs timely.
    • Configures and tests procedures and equipment for network projects.
    • Fields trouble calls from customers that relate to network problems; travels to other locations to install and/or repair equipment and resolve network problems.
    • Maintains and troubleshoots the internal network and troubleshoots; corrects issues and ensures operational state of network.
    • Contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a work team.
    • Creates, develops and oversees processes, protocols and procedures, ensuring compliance with applicable federal and state regulations and to minimize financial liability of the business.
    • Effectively communicates with all levels of the organization to ensure project success and user needs are identified and met. Makes presentations to a wide-variety of audiences within the business community and to external organizations and at conferences.
    • Participates in/on a variety of meetings, groups, and/or committees to communicate and confer about process analysis of existing procedures and systems, determine cost/benefit and complexities of new processes and projects, prepare for testing, discuss the roll-out of new projects and software upgrades, and/or discuss other applicable issues.
    • Prepares project proposals and budgets; performs analysis for new technologies and system enhancements.
    • Provides consultation in other areas of technology, including but not limited to Audio/Visual, small electronics, UPS systems, Imaging systems, minor electrical, facilities, and security.
    • Ensures that security policies are adopted, implemented and maintained in order to ensure confidentiality.
    • Windows Client and Server operating systems and administration, Microsoft Office Suite products and Microsoft Exchange Records management principles and practices.
    • TCP/IP, LAN technologies and analysis techniques and characteristics of LAN systems hardware and software.
    • Principles, practices and techniques in the installation and maintenance of network hardware and software
    • Applicable codes and regulations.
    • Represents the Pueblo with dignity, integrity, and a spirit of cooperation in all relationships with staff and the public.
    • Techniques for dealing with a variety of individuals from various socio-economic, ethnic and cultural backgrounds, in person and over the telephone.
    • Communicating effectively in oral and written forms.
    • Positions in this classification may perform all or some of the responsibilities above and all positions perform other related duties as assigned.

    Qualifications

    Education and Experience:

    Bachelor’s degree in Computer Science, Information Science, Management Information Systems, or in a related field or a minimum of four (4) years of related work experience.

    Proven experience in overseeing the design, development, and implementation of software and hardware solutions, systems, or products is required.

    Required Knowledge and Skills

    Knowledge of:

    • Knowledge of database queries, theory, and design.
    • Knowledge about the RDBMS, Microsoft SQL Server or My SQL
    • Knowledge of structured query language (SQL), SQL/PSM or Transact-SQL
    • General understanding of distributed computing architecture, client server model
    • General understanding of operating system, Windows or Linux
    • Administrative principles and practices, including goal setting, program development, implementation and evaluation, and the management of employees.
    • Principles and practices of developing teams, motivating employees and managing in a team environment.
    • Operational capabilities and limitations of various computer environments, from large-scale settings to personal computer and local area and wide area networks.
    • Hardware and software options and availability for various business, administrative, data communications and technical applications.
    • System software installation, data management and capacity management; systems analysis and design procedures and techniques.
    • Job planning, prioritizing and scheduling techniques.
    • Principles and practices of budget development and administration.
    • Records management principles and practices.
    • Techniques for dealing with a variety of individuals from various socio-economic, ethnic and cultural backgrounds, in person and over the telephone.
    • Principles and techniques of making effective oral presentations.

    Skill in:

    • Working technical knowledge of one or more programming languages.
    • Working knowledge of network and PC operating systems.
    • Excellent understanding of the organization’s goals and objectives.

    REQUIRED CERTIFICATES, LICENSES, AND REGISTRATIONS:

    • New Mexico Driver’s License.
    • Preferred Microsoft certified Solutions Expert or equal IT credential
