Summary:

Reports directly and in support to the Director of Purchasing, within the centralized Procurement Operations function. To be responsible for supporting initiatives driving results measured by lower material costs, more responsive supplier performance, process and service improvements, and productivity throughout the supply chain. Supervise, motivate and evaluate staff engaged in procurement activities, and support the Director of Purchasing as required. Act as administrator for the purchasing, procurement system.

Major Responsibilities/Activities

  • Oversight of property contract files and negotiations, and presenting recommendations to the Director of Purchasing for evaluation, for increase of pricing and efficiencies.
  • Assist in the hiring, training, development and performance of purchasing staff.
  • Responsible for monthly Food and Beverage reporting.
  • Maintain Department records and creates appropriate filing system.
  • Responsible for good public relations by returning calls and greeting visitors with courtesy.
  • Acts as a role model and always presents oneself as a credit to Santa Ana Star Casino, and encourages others to do the same.
  • Meets the attendance guidelines of the job and adheres to regulatory department and company policies and procedures.
  • Adhere to department yearly budget, but must be able to work with individual departments to help control costs.
  • Creates and maintains monthly reporting, including cost savings, Food and Beverage cost control, departmental spending.
  • Maintains item master, bid lists and enters new items to items master.
  • Responsible for contact with vendors when it involves prices or quotations. In cases where technical details are necessary, the requesting department may correspond with suppliers regarding these issues.
  • Responsible for the procurement of goods and services and to either provide the services for such procurement or give functional directions to other delegate authority to perform such services.
  • Responsible for initiating and maintaining effective and professional relationships with suppliers, actual and potential.
  • Responsible for procuring at the lowest possible total end cost, considering the guidelines of prices, service, quality and delivery.
  • Responsible for obtaining bids and quotations to maintain competitive supplies.
  • Responsible for informing ordering departments whenever the quantity or specifications of materials ordered are inconsistent with sound purchasing practices or market conditions.
  • Responsible for establishing and encouraging punctual delivery of specified goods and services in the correct quantities and to negotiate the return of rejected equipment and supplies.
  • Responsible for good public relations by returning calls and greeting visitors with courtesy.
  • Responsible for working with the department managers to ensure that the day-to-day operation needs are met in a timely manner.
  • Reviews purchase requisitions for completeness and selects reliable sources, requests bids as necessary, evaluates quotations, and makes final supplier selection.
  • Prepares and processes purchase orders in compliance with purchasing department policy and procedures.
  • Updates bid prices on a weekly, monthly, quarterly and annual basis, based on established procedures, and as needed by the Warehouse Manager.
  • Coordinates delivery of all materials with vendors and communicates any delivery issues with receiving, warehouse and ordering departments.
  • Communicates supply issues and expected delivery dates with departments.
  • Monitors and resolves price discrepancies with suppliers.
  • Maintains bid specifications on products to ensure consistency in items ordered.
  • Responsible for the scheduling, time, attendance and making recommendations of performance of the procurement department.
  • Maintains a high level of confidentiality.
  • Assist the Warehouse Manager in setting inventory goals for assigned product lines.
  • Assumes leadership role in working with key internal company personnel in order to establish sound and effective purchasing strategies.
  • Develop and execute strategies, policies and practices directed at improving service and ensures compliance with company policies and procedures.
  • Follow up on orders placed to ensure timely deliveries.
  • Assist Purchasing Director to manage the relationships with Accounts Payable and vendors to reduce/minimize discrepancies.
  • Provide feedback to Purchasing Director for staffing needs.
  • Performs other duties as assigned

Minimum Requirements:

  • Preference is given to qualified Santa Ana Tribal Members.
  • High School Diploma or GED Equivalent
  • College Degree preferred.
  • Minimum of 2-5 years of supervisory experience, and 3 years’ experience in purchasing field.
  • Excellent communication, organizational, and analytical skills.
  • Must possess a valid driver’s license with a good driving record.
  • Must be available as business needs require.
  • Must have good negotiating skills.
  • Must possess a high level of computer skills including Microsoft Word, Excel, and Outlook.
  • Must have excellent negotiating skills.

  • Knowledge of purchasing software systems preferred (Stratton Warren, PeopleSoft, SAP, Infinium software).
  • Must be able to obtain and maintain a Pueblo of Santa Ana Gaming and Regulatory Commission gaming license.

  • Forklifts, Platelet Jacks, Tier lift truck and/or use hand truck (dolly) to move, convey, or hoist shipments from shipping and receiving platform to storage or work area.

Work Environment:

The noise level in the work environment is usually loud. Employee duties are performed indoors in a climate controlled and second-hand smoke-filled environment.   Employee will also be exposed to hot and cold weather/environmental elements.
