POSITION PURPOSE:  The AC/ED Operations Supervisor serves in a supporting leadership role within the Acute Care (AC) and Emergency Room (ER) Department. The major purpose of this position is to support and assist the AC/ER and associated Medical Directors in regards to all personnel, scheduling requirements, and operational needs.  The AC/ER Operations Supervisor works closely with the AC/ER Director coordinating all communication, evaluations, projects, councils, disciplinary actions and schedules as they pertain to the staff and operations of the Acute Care and Emergency Departments.  The AC/ER Operations Supervisor will role-model and exemplify SPH’s Values & Behaviors. S/he will support shared governance practices reflected in unit-based councils.

NATURE AND SCOPE:   This is an exempt management position covered under the personnel policies of the Employee Manual for Managers and Confidential Employees.  The incumbent may, from time to time, be required to work more than forty hours per week.  The individual in this position understands and supports the overall goals of the administration of the hospital and manages the resources and activities of the Acute Care department to assist in accomplishing the hospital’s goals. The AC/ER Operations Supervisor must be self-directed; able to work with minimal supervision; and willing to accept the responsibility of assisting with the administrational needs of   the AC and ED Departments.  The AC/ER Operations Supervisor supports development and implementation of policies and procedures for the care and operational needs as directed; supports safety and quality improvement and customer service in accordance with state and federal regulations and the hospital’s Patient-centered care and quality improvement program; works harmoniously with other departments of the hospital to improve and strengthen the operational performance of the entire hospital.  The AC/ER Operations Supervisor is responsible for overseeing day-to-day operations of the Acute Care and the ER Departments to include:  care coordination with charge nurses to assure appropriate staffing for the departments, assure appropriately trained staff work within the department, and effectively utilizes all staffing resources for the acuities and care needs of the units. The AC/ER Operations Supervisor reports to the AC/ER Director and serves as a liaison with all other hospital departments, as well as community agencies where appropriate. 

ENVIRONMENT South Peninsula Hospital is a 22 bed and Traumas Level 4 designated critical access hospital (CAH) located on the southern end of the Kenai Peninsula.  There is a 28 bed long term care facility attached to the hospital.  The Acute Care Unit is a Multi-Specialty Medical-Surgical Unit with, orthopedic/spine, Step-Down, Swing Bed, Respiratory Therapies, Outpatient Observation, ICU/CCU, e-ICU/Tele Stroke, and the Family Birthing Center specialties.  The working environment is generally pleasant, is clean and well maintained.    Persons in this position are exposed to infectious diseases, including all types of blood borne pathogens, muscle strains.  Generally, physical demands are light and most work is performed inside. Work hours may be varied.

KNOWLEDGE AND EXPERIENCE: 

Education:  The position of AC/ER Operations Supervisor requires High School Diploma or equivalent.

Experience:

  1. Administrative assistant experience, scheduling experience, or human resources experience is required.
  2. Minimum of 3-5 years of supervisory experience in a healthcare setting is required.
  3. Working knowledge of budget development/monitoring, and working knowledge of the collective bargaining agreement preferred. 
  4. Effective speaking, listening, problem-solving, and basic writing skills are required to communicate with professional staff, to direct the work activity within the department, and to communicate with personnel at all levels.
  5. Mathematical ability is required for time card and productivity analysis, budget preparation, statistical analyses and other operational activities.

ESSENTIAL ACCOUNTABILITIES:

  1. Consults with Charge Nurses to assure appropriate staffing needs are met and followed per facility guidelines.   
  2. Sets up orientation of new staff members and schedules orientation and training in conjunction with the Acute Care /ED Clinical Managers, and the Nurse Educator Provides for primary support and explanation of orientation and training for all new employees and travelers entering into the departments.  Orients, instructs and assists in evaluations for performance of staff members new to the units until they are prepared to function independently.
  3. Ensures that completed competency and orientation information is on file for all staff.
  4. Supports development and on-going assessment, in conjunction with the Education Department and the Nurse Educator, a continuing education program for staff.
  5. Maintains in-service/continuing education records, in conjunction with Education Department and Nurse Educator.
  6. Supports development and maintains updated competency materials and equipment skill checklists, along with continued educational opportunities and annual competency evaluations.
  7. Assists with employee performance evaluations. Provides timely feedback and/or counseling to employees regarding their performance as needed/requested.
  8. Communicates effectively with other staff members. Keeps Acute Care/ED Clinical Director and/or the Director of Patient Care Services advised of situations warranting their attention and actions. Demonstrates support of administrative decisions and complies with instituting policy changes, development of the department, and progress for further opportunities within the departments that support evidence based best practices and national standards.
  9. Creates and maintains an atmosphere of warmth, personal interest, with a proactive and positive emphasis, as well as a calm environment throughout the department. Creatively supports unit/hospital-wide patient and employee activities.
  10. Compiles monthly statistics, posts dashboards, Councils’ updates, and submits them per Departmental and/or hospital procedures
  11. Participates in Charge Nurse meetings. Also participates in at least one other nursing/hospital committee.
  12. Remains in close contact and frequent communication with the Acute Care/ED Clinical Director regarding updates on staffing, education or meeting schedules, projects, Unit-based and Policy Councils for departments
  13. Other duties as assigned by the Acute Care/ER Clinical Managers.
