Position Summary

The Center for Development and Disability (CDD), established in 1990, is New Mexico's University Center for Excellence in Developmental Disabilities Education, Research and Service. These centers, authorized by the Developmental Disabilities Assistance and Bill of Rights Act, build the capacities of states and communities to respond to the needs of individuals with developmental disabilities and their families.

The CDD Administration is seeking a skilled professional to supervise all facets of daily operations regarding billing, revenue cycle, accounts receivable, claims submission, denial management and collections. This position requires strong communication and organizational skills and experience supervising the work of other professionals.

The successful candidate will:

  • Develop and implement processes to ensure appropriate and timely billing for multiple service areas and programs of varying complexity.

  • Work directly with program leads to determine billing needs and develop strategies for charge entry and capture to ensure fiscal solvency for the program.

  • Work with third party payers to discuss denials and determine alternate approaches to improve collection rates.

  • Participate in meetings with payers, state and federal agencies and program leads to discuss future fee for service strategies for sustaining programs.

  • Participate on teams to develop new clinical models, research new and existing Medicaid carve-outs for relevant services, determine billable services and associate codes and provide expertise on all aspects surrounding the billing operation at the CDD.

  • Meet regularly with internal HSC components to review clinical billing performance and develop strategies to streamline processes and improve collection rates.

  • Supervise personnel, including work allocation, training, promoting, enforcement of internal procedures and controls, and problem resolution; evaluate performance and make recommendations for personnel actions; motivate employees to achieve peak productivity and performance.

  • Monitor all charges and billing. Ensure compliance with applicable laws and policies.

  • Compile and submit appeals and monitor for proper reimbursement.

  • Prepare and maintain required records, files, and reports on billing, charge entry and accounts receivable.

  • Develop and deliver performance reports to leadership regarding billing performance.

  • Develop ad HOC reports as requested.

  • Maintain good business relationships with third party payers and establish reliable contacts to discuss billing issues.

Conditions of Employment
Minimum Qualifications

High school diploma or GED; at least 5 years of experience directly related to the duties and responsibilities specified.

Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

  • In the development and maintenance of record keeping systems and procedures.

  • With procedural requirements and operational characteristics of third party medical insurance payers.

  • With supervision of lower level employees including training, organizing, prioritizing and scheduling work assignments.

  • Working effectively with a wide range of constituencies in a diverse setting.

  • Knowledge of and experience in appropriate billing and payment cycles for medical accounts.
